The in your is not that /etc/ld.so.conf is not available, it's
/tmp/INSTALL/SOURCE/inst_glibc/etc/ld.so.conf which is missing.  I
just added some changes to make the error message say this.  But the
old message was also correct since you told ldconfig to chroot() to
the install directory.
