ar_SA in glibc 2.1.92 (RH7.0)

Hi glibc-experts, 

  I saw in the locale ar_SA that there are some symbols that do not follow
the 
  convention <Uxxxx>. I think it is a matter of general interest that this
is fixed. 
  I tried a patch for this. Probably it is worth to put it in the glibc
distribution.
