charmap name "none"

localedef accepts a charmap called "none".
$ /glibc22/bin/localedef -f none -i de_DE de_DE && echo ok
ok
$ LC_ALL=de_DE /glibc22/bin/locale charmap
ISO-IR-197
This is nonsense. Here is a fix:
