Support for smaller glibc

The glibc developers don't have to configure/test it. As I said, they
should be on by default. You have to disable them by hand. People who
want it have to find someone who is willing to spend time on it. I will
work any problems which show up only when those features are disabled.
I don't expect there are many major problems.
