"make check" of glibc 2.2 failed on glibc 2.1.3.

"make check" of glibc 2.2 from CVS failed miserably under RedHat 6.2,
which is based on glibc 2.1.3. It has something to do with GCONV_PATH
and /usr/lib/gconv:
