bug-strncat1 fix for s390.

Hi,
bug-strncat revealed a problem with the s390 backend. It didn't terminate
the target string if the \0 character would be the n+1 character. Here is
the ChangeLog + Patch:

* sysdeps/unix/sysv/linux/s390/bits/string.h: Make strncat always
add a \0.
