glibc 2.1.3 and emacs

After I (mis)configured it that way, perl would complain that the
locale LANG=de_DE.ISO-8859-1 does not work. I did an strace to see
what files it was looking at, and it checked
/usr/local/share/something.

Also, in config.make, prefix = /usr/local if you don't give any
options to configure, at least in glibc 2.1.3pre1.
