ja_JP in glibc-2.1.1

Currently in GNU C library 2.1, multi-byte character sets and locales
which uses multi-byte character sets are not supported yet.

Actually, we've heard that there are patches to implement the feature
floated around Japan, but it's quite difficult to merge them into
mainline source of GNU C library, because most of them are classified
(just) "it works for me"-kind of patch, and come with (almost) no
documentation and/or explanation.

We need to do:

 (1) Survey on this issues in Japan, collect patches which implement it.
 (2) Assess the patches and improve them if desired.
 (3) Document them.

Could you please take some parts of above?  As Ulrich are implementing
fundamental pats of handling multi-byte character sets, we can
concentlate on Japanese specific issues.

It seems for me that in many cases, Japanese development style for
free software is not so good.  They tend to maintain their local patch
by themselves, not distributed, not feedback to original maintainer.

In March, I and Ulrich agreed that we call this problem LPB (local
patch barrier).

Let's diminish LPB!
