make check fails during timezone

I made a mistake:
I was using pre-patch-2.1.123-pre1 *not* 2.
I had -pre2 compiled but I wasn't running under it.

It appeared that -pre1 had some sort of problem with creating directories
under certain conditions.

For example, tar could not create a directory if the owner of the directory
in the tarball did not exist on the system (even when run under root!).  
However cpio worked fine.  When I realized my mistake early this morning,
I rebooted into 123-pre2 and everything was better.  (including tar).
I discovered all this *after* the problem with glibc, btw.

make check ran fine, but I didn't investigate further, nor install it.
All this on my home machine --- I'll try on my work machine when I get
a chance.
