[PATCH 06/14] cxx-compat: Fix the use of abg_compat namespace in C++17

There is a thinko in abg-cxx-compat that prevents the use of
std::apply via the abg_compat namespace in C++17.  Fixed thus.

	* include/abg-cxx-compat.h: Allow the use of std::apply through
	the abg_compat namespace in C++17 and higher.
