When fedabipkgdiff some/place/foo.rpm another/place/bar.rpm is issued, the tool
should look for the -debug and -devel packages of foo.rpm and bar.rpm
*locally*, in the directories of foo.rpm and bar.rpm and perform the
comparison.

I devel or debug info packages are missing, then the tool should perform the
comparison with what it has.

In other words, when invoked on packages that are present locally, the tool
should act locally.
