New Qexo (Kawa-XQuery) mailing list and web site

Qexo, the Kawa-based implementation of XQuery is now an
official GNU package and has an official GNU home page:
http://www.gnu.org/software/qexo/

Qexo now also has a mailing list:  qexo-general@gnu.org.
