Spec of syntax-case

The syntax-case support in Kawa is not as complete or solid as
one would wish.  (Or course neither is Dybvig's specification
- actually I don't think a real specification exists.  That makes
it more difficult to implement.  Using Dybvig's implementation
would not fit well with Kawa.)

Anyway, I don't see myself having time to work on this anytime
soon.  This is fairly complicated stuff, and I don't have any
"context" right now.
