srfi-0, srfi-1, and srfi-8

I just checked the following into cvs:

Srfi-0 (cond-expand) and srfi-8 (receive) are now implemented.  So is
srfi-1 (lib library), though that requires doing (require 'list-lib).

I basically used Marco's version of srfi-1, with some extra minor
changes of my own.
