Building BFD with Cygwin

Well, this isn't going to help any, but I set up vmplayer to run a win2k 
installation, installed a new cygwin environment, checked out CVS HEAD, 
and had no problems building the whole thing.

So, it must be some sort of cygwin installation problem: missing or 
duplicate packages/source or something?
