howto disassemble without debug information

Using my arm-elf-gdb ver.6.5.20
However if  I do
(gdb) x/10i 0x0
I can see the ARM disassembled code, but my question is:
can insight/gdb manage assembler code, allowing to set breakpoints if I 
have no debug information ?
