new release candidate (gsl-1.5.90)

I tried it on SuSE linux 9.1 gcc-3.3.3 with streaming SIMD extensions 
on: CFLAGS="-march=pentium4 -O2 -mfpmath=sse -msse -msse2 -malign-double 
-Wall -pipe"

It builds fine in a directory other than source but make check fails on 
some new functions in linalg: specfically

gsl 1.5 works well with streaming SIMD extensions - some of my code runs 
in 40% of the time required if I don't use -mfpmath=sse -msse -msse2 
with gsl. So it would be nice to see if GSL 1.6 can work that way too.
