Powell minimization

Hi!

I was browsing through the archives to see what's the state of the Powell
minimization in GSL and the latest I found on the subject is the
"about-to-be-committed-to-GSL" kind of mail that dates back to February
2003.

If the implementation is orphaned, I might try and help in this area.
However, I'm an astrophysicist and not a numerical mathematician or a
computer scientist, so my knowledge in this field is limited.

What are your thoughts regarding this subject?
