test release

I have been working on a new release,

However, this is not an actual release candidate, since there is one
known outstanding issue that I have to deal with, but it is very
close.

The issue is a problem with the recent releases of autoconf producing
configure scripts which do not work on bash-2.01 (which is still quite
widely installed I think).

I could make a release with a patched version of autoconf, but I feel
that the right thing to do is to wait for a new stable release of
autoconf (I don't know when that will be though).  If that looks like
it is going to take a long time maybe gsl-1.4 will just have to be
released anyway without working on old versions of bash.

I'm making the tar file available so that it can be tested on non-GNU
platforms (see [1] for details of non-GNU platform support). If it
doesn't work, this is your chance to send a patch.  I have tested it
on GNU/Linux with various versions of gcc.
