newbie question....trying hard to get GSL to work under windows

Thanks much for all the comments.  Also, another fellow on a differnet list
told me about this GSL exe file for v1.3 for use with mingw32.  I will try
it soon.  He says:

A few days ago, I tried to get GSL working under windows (mingw32). I
usually use Linux. Here is what I did:
Download gsl from
http://www63.tok2.com/home/bitwalk/src/gsl-1.3_006.exe
Installation in C:\mingw.
Then open a DOS box, go to c:\mingw and compile with:
bin\gcc file.c -o file.exe -lgsl -lgslcblas
----------------------

So with all your help I should be able to get it straight.  Thanks.
