gsl_linalg_SV_decomp goes into infinite loop on reasonable data

I've fixed the SVD routine to handle this case properly now.  

The updated files are in CVS or you can download them individually
(linalg/svd.c, linalg/svdstep.c) from CVSweb on http://sources.redhat.com/gsl/
