GSL Java interface

The page below has a link for downloading a compressed tarball that is a 
Java/JNI interface
into GSL v. 1.1.1. There are actually 2 links, source only tarball and 
precompiled/installed
tarball  (source + classfiles + shared libs for linux 2.4 kernal).

The README points to the important content (java source, jni source,
samples, etc), gives installation instructions, info on javadocs, etc.

About half of the sample programs that are in the GSL manual were 
re-implmented using the Java interface and may be run (on Linux 2.4 
kernal) for comparison against the originals.
The sample programs that have not been brought up yet on the Java side 
are generally the
ones that pass a ptr to func as an arg to a gsl function.

Some important things that remain to be done (there are certainly more):
  - Bring up the remaining sample programs
  - Move to GSL 1.2
  - Improve the build environment ... presently its not that good and 
needs to be improved
    to conform to the GNU make conventions
  - "port" to the architectures upon which the base GSL is supported
  - More Q/A

Also I hope to move the distribution to a better location.
