Updated task list

Here is an update to the task list posted a couple of weeks ago.
Volunteers are needed for the following projects (email me for further
details):

* Fixing error terms in implicit ODE solvers rk2imp, rk4imp, gear1, gear2.

* Work on PyGSL -- python bindings for GSL, see http://pygsl.sf.net/

* Provide first line support for bug reports (e.g. checking that bugs
are reproducible)

* Eigensystems for non-symmetric matrices (hard)

* Additional ODE algorithms from RKSUITE

* Incomplete Fermi-Dirac functions

* Estimates of condition numbers for linear solvers
