configure.in patch for gsl-1.1.1

Hello,

while doing a port to cygwin, I encountered two
problems in the configure.in script. I suggest
the following patch.

- use AC_SEARCH_LIBS for libm
- use AC_PROG_LIBTOOL instead of AM_PROG_LIBTOOL

AC_SEARCH_LIBS has the advantage that -lm is only
added when required. This should btw also be taken
into account in the .pc file. AM_PROG_LIBTOOL is obsolete
in newer versions of autoconf/automake.
