Python bindings for GSL

Hi Christopher and all others!

A few months ago I did the same and published it under:

http://www.zpr.uni-koeln.de/~achim/gsl/

I use the setup tool that comes with python and have excellent results on
sun and linux (suse, redhat 7.*) with python 2.* .
It is better to sum up our results I think. If you (or anyone else) likes
to add some stuff, download my module and modify it!

PS:
- The version number is very low, just because I had no time to improve
it.
- I was confused by some odd behaviours of the gsl.m4 macro, maybe it is
better to fix them (I one week I'll have to work with gsl and c++ too).
