make check fails when optimizing with gcc-2.96-88

Thanks for the bug reports.  As you guessed the -O2 problem is due to
an error in gcc-2.96.  It works ok with gcc-3.0.

The other case is due to the error estimate being too small -- we'll
fix this for the next release.
