multimin question

Hi Fabrice,

I added a test to my little multimin exercise to quit the search in the
case that the estimate of the minimum hasn't changed more than about
GSL_DBL_EPSILON since the last iteration (as you hinted).  For the
particular case I've been toying with, things are much more robust now.
