[glibc] Set Prefer_No_AVX512 flag for hygon platform

    Set Prefer_No_AVX512 flag for hygon platform
    
    Benchmarks indicate evex can be more profitable on Hygon hardware
    than AVX512. So add Prefer_No_AVX512 to make it run with evex.
