	* locale/Makefile (routines): Add loadarchive.
	* locale/loadarchive.c: New file, started from code by Ulrich Drepper.
	(_nl_load_locale_from_archive): New function.
	* locale/localeinfo.h: Declare it.
	* locale/findlocale.c (_nl_find_locale): If using default locale path,
	try _nl_load_locale_from_archive first.
