I installed the patch in glibc master and the bug can now be marked as fixed in
2.29.

As mentioned in Bug#21716 Comment 11, I should be able to mark the bug as fixed
with my eggert@gcc.gnu.org account; unfortunately, although that account does
exist and email to it gets forwarded to me, Bugzilla's password-reset feature
does not seem to send me email. Perhaps it'd be simpler to give the bits to the
eggert@cs.ucla.edu account.
