Apart from possibly removing this test if no longer relevant (one fewer 
perl script to move to python), consider adding an error from the 
makefiles if you install without DESTDIR / install_root set?  I.e., 
*require* that to install in your root filesystem you use some 
(unspecified) distribution mechanism (which might be something you wrote 
locally, of course)?
