This is an overall tracking bug for the general issue.  We should eventually
achieve a new normal where every architecture has at least one builder on the
Buildbot waterfall (and ideally more, for various configurations or underlying
systems).  Individual bugs can be filed as blocking this one, for each separate
work item involved.  e.g., updating the wiki with bot-related responsibilities
and best practices for machine maintainers; a separate bug for each
architecture to get its builder going; etc.
