I do have this file installed on my Fedora 23 system.  It's actually installed
by the debuginfo package, not the devel package:

 $ dnf whatprovides /usr/src/debug/glibc-2.22/nptl_db/proc_service.h
 glibc-debuginfo-2.22-17.fc23.x86_64 : Debug information for package glibc

(I don't know the history here; may be related to the fact that you need
unstripped libpthread_db.so for libthread_db.so to work?)
