It is indeed a bug in Makeconfig.

However, to fix it you need to mark the test as UNSUPPORTED, and you can't do
that in a top-level Makefile.

I proposed a fix that corrected this here:

The real solution is to move c++-types-check to a subdir and stop running tests
in the top-level makefile.
