the patch hasn't followed our submission procedure:

most notably:
 - it needs to be e-mailed to the libc-alpha@ mailing list
 - it needs citations showing the change is correct.  one person saying "i
think it's wrong" is not sufficient.

we don't care about the impact on scripts that attempt to incorrectly parse
locale aware scripts like `date | awk`.
