Patch to add LIBC_TRY_CC_OPTION and regenerate configure scripts

Carlos, OK to apply this patch (libc and ports) to 2.15 branch to backport
LIBC_TRY_CC_OPTION and regenerate all configure scripts with autoconf 2.68
(including those that were out of date in other ways)?

The only change to the toplevel configure script is the addition of two blank
lines (but others look like they hadn't been regenerated with 2.68 at all
before).
