[Bug libc/10816] New: ld and as version checks in configure.in are incorrect

The ld and as version checks in glibc-2.10.1 assume the binutils versions start with 2.1_. This worked
when the versions were 2.15-2.19, but the latest version is 2.20. This causes the version check to fail
even though version 2.20 is newer than 2.19

[GNU assembler.* \([0-9]*\.[0-9.]*\)],
[2.1[3-9]*], AS=: critic_missing="$critic_missing as")
AC_CHECK_PROG_VER(LD, $LD, --version,
[GNU ld.* \([0-9][0-9]*\.[0-9.]*\)],
[2.1[3-9]*], LD=: critic_missing="$critic_missing ld")
