[Bug libc/6875] New: iconv: inconsistency in latin charset names

All LATIN* charsets, from LATIN1 to LATIN8 and LATIN10 do not contain a dash 
between the name and the number. LATIN-9 does.

The following patch adds LATIN9 as a new alias for ISO-8859-15.
