[Bug localedata/4086] New: piglatin language is missing in locale

I have found klingon language, but have seen no piglatin. Please could you add
it, because there are programs already in piglatin. It has the locale defined as
en_US.utf8@piglatin at the moment, but i see this only as a temporary solution.
