[Bug libc/3447] New: Glibc failed to build on ia64

With the current binutils, glibc failed to build on ia64

checking for -z relro option... no
configure: error: linker with -z relro support required

ia64 linker never supported -z relro. The current binutils removes "-z relro"
from "ld --help" output, which leads to configure time failure.
