Applying the patch to glibc would make it possible for gnulib to sync against
the glibc copy.  Rather than copy the file into gnulib and make gratitious
changes to it over time, we are trying to sync it with glibc so it will be
stable and to reduce maintainance.  I believe the same procedure is used for
several other files in glibc/gnulib already.
