[Bug libc/1877] strncmp() accesses beyond instructed n bytes

Verified that test-strncmp is not catch this case. I updated test-strncmp the
detect this and verfied that make check catches it. Updated
./powerpc/powerpc32/strncmp.S and ./powerpc/powerpc64/strncmp.S to test the
length  before the first unaligned load. Verfied that the make check no pases.
