	* sysdeps/generic/libc-start.c [SHARED] (__libc_start_main): Don't
	initialize __environ again.
	* stdlib/Makefile: Add rules to build and run tst-putenv.
	* stdlib/tst-putenv.c: New file.
	* stdlib/tst-putenvmod.c: New file.
