[Bug regex/1221] New: remove RE_NO_INTERNAL_PROTOTYPES

Once the patch for bug 1220 is installed, the regex code uses function
prototypes for all internal functions, so there's no longer any reason
for RE_NO_INTERNAL_PROTOTYPES.  Please see the attached patch.
