[Bug localedata/826] new locale for Khmer (km_KH)

I had a look at the locale, and ran my small checking script on it.
The only minor issue I found was the use of the obsolete mail
address bug-glibc@gnu.org.  It should use bug-glibc-locales@gnu.org instead.
