[Bug nscd/424] New: __nscd_getgrouplist doesn't return -1 if nscd can't be used

The new function __nscd_getgrouplist doesn't return -1 but 0 or 1 if nscd can't
be used. This causes getgrouplist to always return 0 or 1 if nscd is not running.

Attached patch should fix this.
