[Bug localedata/163] New: sl_SI locale: the date is missing spaces

According to the language authority for standard Slovene, the Slovene Academy of
Sciences and Arts (SAZU), a full stop (.) is a right-leaning punctuation mark in
most cases, including non-syntactically when dates are spelt utilising numbers.
At present, the sl_SI locale in glibc has the date in the format %d.%m.%Y; it
should, however, be %d. %m. %Y. The change is approved of by the locale author,
Borka Jerman-Blazic.
This is a resubmission of libc/5059 from round about a year ago, as advised by
Petter Reinholdtsen. The patch may be found at
