Some good Sourceware Infrastructure news

Time for some good Sourceware infrastructure news. We realize the last
week might have been frustrating because of the massive AI scraperbot
attacks.

Thanks to Frank Eigler's work on the nginx limiter, Xe Iaso of Anubis
fame and advise from our Red Hat Fedora infrastructure friends we have
been able to catch 90% of the AI scraperbot traffic early at connection
time. This means you shouldn't be seeing those 429's (Too Many
Requests) reports anymore, even if you aren't "authenticated".

We will keep the anti-AI-scraperbot setup in place (and improve it with
separate limiter pools), including the "authentication framework" (use
git over ssh, login to bugzilla, join #overseers on irc.libera.chat,
etc.) to avoid the limiter. In case the AI scraper botnets adapt we
should be ready.

Cauldron https://gcc.gnu.org/wiki/cauldron2026 conference in October
with a talk on Sourceware infrastructure with tips and tricks for
having all our automated processes (buildbots, try-bots, pre/post-
commit-CI/CD, snapshots, forgejo runners, patchwork's curator, etc.)
working smoothly, even in the face of the AI scraperbot attacks, and
how to add your own. The FSF (GNU Toolchain projects fiscal sponsor)
and SFC (Sourceware fiscal sponsor) will also attend to answer any
questions on how we are running the community infrastructure together
with our other partners.
