I think they do.  In symfile-mem.c:symbol_file_add_from_memory

  nbfd = bfd_elf_bfd_from_remote_memory (templ, addr, &loadbase,
					 target_read_memory_bfd);
..
  if (!bfd_check_format (nbfd, bfd_object))

That bfd_check_format is where elf_object_p is called.  *If*
bfd_from_remote_memory picked up the sections headers, you'll get a
normal bfd with sections..
