make check didn't fail w/o DejaGNU installed

Hi
I am on a fairly new OS install at home and didn't have DejaGNU
installed. This wasn't enough to stop fail a make check. It kept
chugging along for many useless lines. There was only this ting
included in the output that was useful to debug it and it was
buried.
runtest = runtest
WARNING: could not find `runtest'
Shouldn't this be a hard failure?
